The TIER book, chapter 1, tells you the basic steps of how to make a character to play in the game. HOWEVER, making a GREAT character can be challenging. A great character is someone who can consistently accomplish their goals and feels fun to play. Read below for two different methods of character creation.
OPTION #1: make your character background story first. Is your character rich or poor? Good-looking, average, or ugly? Physically strong/fast, high mentality/smart, or a balance of both? Fast & impulsive, or slow & hesitant? Shy & hidden, or loves to be seen in the spotlight? Happy, angry, or depressed? Pleasant family or harsh? What motivates your character? What does your character care about? All of these questions will affect how your character roleplays in the game and how he or she fights enemies. After answering all these questions, you can select Masteries and statistics that match your character background story.
OPTION #2: select your character's Masteries and statistics first. Do you want to overpower enemies with big strength and high-damage attacks (Power Attack, Focused Strike)? Do you want to be stealthy and sneaky with high dexterity (hiding, sneak attack)? Do you want to fight up-close to enemies (melee), or stay far away (archery, magic)? Do you want to stand still in front of enemies like a tank (defense masteries, high HP), or move in and out of combat while attacking (Combat Movement, Master Cleaver, Agile spellcaster, Multi-shot)? Do you want to disable or annoy enemies (Limb Shot, Shield Bash, Stunning Strike)? Do you want high charisma, intelligence, or wisdom to cast magic? Do you want magic for healing/support, high damage, controlling enemies, or a combination of these? What class skills do you want to be good at and use frequently? After answering all these questions, you can make a background story that matches your character's masteries and statistics.
I hope this helps! If you have any questions about TIER, post on this website or email me at mmoran5554@aol.com
